Cape Riche — Heritage Listing
662. Hon LYNN MacLAREN to the minister representing the Minister for Heritage:
I refer to the proposed Cape Riche seawater desalination plant.
(1) Will the minister please explain why the application made in September 2011 to list Cape Riche on the state heritage register was rejected, given that it fulfilled all the criteria?
(2) (a) Was advice sought from the Heritage Council in relation to this application;
(b) if no, why not; and,
(c) if yes, will the minister please table the advice received?
(3) (a) Was input sought from or provided by the Heritage Council in relation to the impact of the proposed plant on the heritage values of Cape Riche;
(b) if no, why not; and
(c) if yes, will the minister please table that input?
(4) What assurance can the minister give to Western Australians that the plant and its extensive associated infrastructure will not irreversibly change the character of Cape Riche and undermine the heritage values of this unique place?
Hon ROBYN McSWEENEY replied:
I thank the honourable member for some notice of this question.
(1) The Heritage Council, through it register committee, considered the nomination of a wide area of Cape Riche for possible entry in the state Register of Heritage Places on 30 September 2011. The nomination was for an area of about 860 hectares. The nomination was not rejected; it contained insufficient information about the Cape Riche homestead complex to determine whether the place is likely to cross the threshold for possible entry on the state register. Further information has been sought.
(2) (a) No.
(b) The Heritage Council provides advice to the Minister for Heritage on whether a place should be considered for entry in the state register once it has completed a detailed heritage assessment of the place and determined that it crosses the state threshold for listing.
(c) Not applicable.
(3) (a) No.
(b) Cape Riche had not been identified as being of potential cultural heritage significance.
(c) Not applicable.
(4) The cultural heritage values of Cape Riche have not yet been determined.
